Since June 2019, a Ministry of Mines and Energy decree enabled sugarcane mills to issue debentures with investor incentives, aiming to revitalize fields and boost ethanol production. The initiative aimed to eliminate idle plant capacity. According to Anbima, sugarcane companies have raised R$13.52 billion through incentivized debentures, with a record of R$4.4 billion in 2022. Peak issuance was in November 2019, followed by a slump during the pandemic, with recovery starting in June 2021.
