The decision requires a Quilombola Component Study (ECQ) and consultation with affected communities before proceeding. The Federal Public Ministry (MPF) identified ten impacted communities, with significant risks to Ilha de Maré residents reliant on the local environment. Additionally, Incra must prepare a Terms of Reference for the ECQ, and Ibama must provide licensing details within 30 days. Defendants include Codeba, CS Brasil, and federal agencies.
