The Santos Port Authority (APS) currently maintains five transition contracts with terminal operators, covering 13.5% of its 37 active leases, to ensure operations continue until new auctions are held. These one-year agreements, expiring in 2026, were signed with Grupo Cesari, Ecoporto and Termares (Grupo EcoRodovias), Petrobras, and Transbrasa. APS explained that such contracts are used either when terminals are vacant or when operators are provisionally renewed, stressing that no company may operate in the port without a valid contract. Each deal requires a minimum cargo handling volume to avoid idle terminals. Additionally, APS has 11 “passage contracts” for facilities outside the port that connect via pipelines or conveyors. Following Resolution 127/2025, approved by Antaq in May, the maximum term for transition contracts was extended from six months to one year, with stricter requirements for justifying public interest and submitting documentation.
