The Ministry of Ports and Airports (MPor) has reopened, for 15 days from August 6, 2025, the public consultation on the draft ordinance defining essential clauses for long-term cabotage transport contracts under the BR do Mar law. The measure seeks to strengthen agreements between shipowners and shippers by increasing predictability, ensuring legal security, and fostering sustainability. Inspired by international practices but adapted to Brazil, the regulation aims to expand cabotage by enabling continuous cargo transport without requiring private fleets. Despite average annual growth of 3.7% since 2010, the sector still struggles with bureaucracy, high taxes, and regulatory uncertainty. Clearer rules and stable contracts are expected to attract new operators, boost maritime capacity, reduce dependence on road transport, and enhance national competitiveness. Contributions must be submitted with identification and justification via the Participa + Brasil platform.
