Brazil’s Ministry for Ports and Airports aims to expand the container handling capacity of the Port of Santos by 50% through a public-private partnership. The STS10 terminal, in planning since 2019, now invites private investment for construction and operation under President Lula’s administration, which halted full privatization plans. STS10 will add four berths, increasing Santos’ annual capacity by 3 million TEU. Currently, Santos handles 6.4 million TEU, with a 77% utilization rate last year. CMA CGM’s recent bid to acquire Santos Brasil’s Tecon Santos terminal, and existing operations by DP World, APMT, and MSC’s joint ventures, suggest potential restrictions on bidding for STS10 due to competition issues, leaving room for smaller operators to enter the market.
